Geoffrey Mosiria’s leadership of Nairobi County’s citizen engagement and customer service docket has come to an end following an administrative shake-up that hands the portfolio to Zipporah Njeri Mwangi in an acting capacity.

A notice dated Wednesday, October 21, 2026, signed by County Secretary and Head of County Public Service Dr Machel Waikenda and obtained by Vantage Ke has seen Mwangi assigned additional responsibilities while retaining her substantive position as Chief Officer for City Culture, Arts and Tourism.

The changes take effect immediately. Although the notice does not expressly announce Mosiria’s dismissal or mention him by name, the reassignment signals a change in the leadership of a department he has been heading. Nairobi County’s official website lists Mosiria as the Chief Officer for Citizen Engagement and Customer Service.

The county has not publicly explained the reasons behind the changes, leaving questions about Mosiria’s employment status and whether he will be assigned another role within City Hall.

Mosiria’s Political Ambitions

The administrative changes come as Mosiria has attracted attention over his reported plans to contest the Nairobi gubernatorial seat in the 2027 General Election.

Mosiria has declared his intention to challenge incumbent Governor Johnson Sakaja, setting the stage for a potential contest over the leadership of Kenya’s capital.

His political ambitions add another dimension to the latest developments at City Hall, although the county secretary’s notice does not link the administrative changes to his gubernatorial bid.

Mosiria has remained a recognisable figure in Nairobi County’s administration, having previously served in the environment department before moving to the citizen engagement and customer service docket. His public profile has been shaped by his work in county operations and his engagement with issues affecting Nairobi residents.

However, it remains unclear whether the latest changes mark a permanent departure from his current responsibilities or precede a separate decision on his position in the county government.

Two Other Chief Officers Affected

The notice also outlines changes involving two other senior county officials as the administration reshuffles responsibilities across departments.

Engineer Samwel Njogu has been appointed Acting Chief Officer for Mobility, while Godfrey Akumali, who previously headed Housing and Urban Renewal, has been assigned the housing portfolio alongside the acting Lands docket.

The changes were made under Sections 44(3)(a), 45(5) and 64 of the County Governments Act, 2012, according to the notice signed by Waikenda.

What the Changes Mean for City Hall

Mwangi’s expanded responsibilities place her at the centre of two key administrative portfolios, combining her substantive culture, arts and tourism role with the acting citizen engagement and customer service docket.

The department plays a crucial role in connecting City Hall with Nairobi residents through public participation, citizen engagement and customer service.

Her appointment therefore places her in charge of functions that influence how residents communicate with the county administration and participate in its activities.

However, the notice leaves unanswered questions about Mosiria’s next assignment and whether Nairobi County will issue a separate communication clarifying his status.

The developments mark a fresh administrative shift at City Hall as political attention gradually turns towards the 2027 Nairobi gubernatorial contest.
