President William Ruto has unveiled a fresh round of appointments and nominations within the Executive, appointing a new Government Spokesperson and submitting nominees to the Teachers Service Commission (TSC), the Independent Policing Oversight Authority (IPOA), and other state agencies.
In a statement released on Tuesday, July 21, Charles Owino Wahong'o was transferred from the Ministry of Information, Communications and the Digital Economy and appointed Acting Government Spokesperson.
The Head of State also nominated former Kenya National Union of Teachers (KNUT) Secretary General Wilson Sossion to serve as a member of the TSC.
Antonina Lentoijoni was similarly nominated for a position on the TSC, with both appointments awaiting parliamentary approval as required by the Constitution.
Additionally, President Ruto nominated Dr Duncan Ojwang Oburu as the next Chairperson of the Independent Policing Oversight Authority (IPOA), with the appointment also subject to approval by Parliament.
According to State House Comptroller and Head of Public Service Felix Koskei, the changes were made after the Public Service Commission approved a series of senior-level promotions and redeployments across the Executive.
"His Excellency, the President, has today made nominations to various Constitutional Commissions and Statutory/Intergovernmental Relations Bodies to fill vacancies that arose earlier in the year. Additionally, the Public Service Commission has approved promotions and redeployments within the senior ranks of the Executive," Koskei stated in the notice.
As part of the reshuffle, Isaac Mwaura, who has served as Government Spokesperson since 2022, was elevated to lead the Office of Diversity, Inclusion and Disability Rights under the Executive Office of the President, paving the way for Charles Owino's appointment as Acting Government Spokesperson.
President Ruto also nominated Flora Mutua to serve as a member of the Public Service Commission (PSC), the body charged with overseeing human resource management and governance across the public service.
Other Appointments
The President further nominated seven individuals to the Intergovernmental Relations Technical Committee (IGRTC), with their appointments awaiting ratification by the National and County Government Co-ordinating Summit.
Among the nominees is Mary Nanjala Kilobi, wife of Central Organisation of Trade Unions (COTU) Secretary General Francis Atwoli.
Kilobi was nominated to represent Nairobi County. The other nominees include Wilson Kuria Thuita (Murang'a), Silvya C. Apaa (Busia), Ahmed Kanyara Bishar (Wajir), Pascalyne Ntang'enoi Kimiriri (Laikipia), Ken Riaga (Migori), and Evalyn Chepkirui Aruasa (Nakuru).
