The National Transport and Safety Authority (NTSA) has issued a seven-day deadline for owners of public service vehicles (PSVs) and commercial vehicles to present their vehicles for speed limiter installation after applying through its newly introduced digital platform.

The directive applies to PSVs designed to carry seven or more passengers and commercial vehicles with a tare weight of 3,048 kilogrammes or above.

In a notice to vehicle owners on Friday, November 5, NTSA instructed them to connect their vehicles to authorised speed limiter providers through the Intelligent Road Safety Management System (IRSMS), a platform designed to facilitate real-time monitoring of compliance.

“The onboarding process on the Intelligent Road Safety Management System (IRSMS) requires vehicle owners to link their vehicles to an approved speed limiter vendor to ensure real-time compliance,” the authority stated.

How to Link Vehicles

Under the new procedure, vehicle owners must first access the IRSMS portal and create accounts using their Kenya Revenue Authority (KRA) PIN and national identification details.

They are then required to verify their accounts using a one-time password (OTP) sent to their registered mobile phone numbers.

After logging in, the system automatically retrieves eligible vehicles from the Transport Integrated Management System (TIMS), allowing owners to select the vehicle requiring a speed limiter and identify an NTSA-approved installer.

Once the application is submitted, owners must take their vehicles to the selected vendor within seven days for the device to be fitted and registered on the platform.

A review of the portal by Vantage Ke indicates that applications automatically expire if vehicles are not presented within the stipulated period. Owners in such cases must restart the process by submitting new applications.

After installation, the selected vendor is required to verify that the speed limiter is transmitting data for at least 15 minutes before issuing a digital fitting certificate. The certificate is valid for 12 months.

Changing Selected Vendors

NTSA has also outlined procedures for vehicle owners seeking to switch their selected speed limiter installers.

Those wishing to change vendors must submit an online transfer request through the platform, which is subject to approval by the authority.

Once the request is approved, vehicle owners are given 72 hours to complete the transfer process.

The system also allows applicants to monitor their requests and track progress through the various stages of approval.

According to NTSA, only approved and active speed limiter providers appear on the platform. Vendors whose licences have been suspended are automatically excluded from the list of available service providers.

Vehicle owners can access the system through the IRSMS portal at irsmowners.ntsa.go.ke. Those experiencing difficulties or seeking clarification can contact NTSA through irsmsqueries@ntsa.go.ke or call 0709932300.
