The National Treasury has invited applications for the position of Chief Executive Officer (CEO) to lead the Ksh5 trillion National Infrastructure Fund (NIF).

The recruitment follows the appointment of the fund's Board of Directors by Treasury Cabinet Secretary John Mbadi last week, according to a notice seen by Vantage Ke on July 13.

According to the notice, the successful applicant will report to the Board of Directors and will oversee the fund's strategic, commercial, and operational leadership as it moves towards full operationalisation.

“The Board of Directors invites applications from exceptional investment professionals to serve as the Fund’s Chief Executive Officer. This is a unique opportunity to establish and lead one of Africa’s premier infrastructure investment institutions,” the notice stated.

The CEO will play a key role in establishing the institution, including raising capital, sourcing investment opportunities, developing strategic infrastructure assets, and ensuring a steady pipeline of funding for future projects.

Among the responsibilities will be mobilising funds from institutional investors, pension funds, sovereign wealth funds, and development finance institutions, as well as structuring innovative financing models and building long-term relationships with investment partners.

Qualifications

Applicants must possess at least a Bachelor's degree in Finance, Economics, Business Administration, Engineering, Law, or a related discipline.

They must also hold a Master's degree or a professional qualification such as Chartered Financial Analyst (CFA), Certified Public Accountant (CPA), or Chartered Accountant (CA).

In addition, candidates should have at least 10 years of experience in investment management, private equity, infrastructure, or project finance, including a minimum of five years in a senior executive position such as CEO, Managing Director, or Chief Investment Officer (CIO).

Applicants are expected to demonstrate experience in mobilising capital from institutional investors and development finance institutions, alongside a proven track record of structuring and delivering large-scale infrastructure transactions from inception to completion.

The Treasury is also seeking candidates with experience engaging boards of directors at senior level, while previous board membership in commercial, financial, or regulated organisations will be an added advantage.

Governance expertise will be essential, as the CEO will be expected to lead engagements with major institutions and oversight agencies.

The successful candidate will be appointed on a fixed-term renewable contract under the National Infrastructure Fund Act.

“The Chief Executive Officer shall be appointed by the Board of Directors in accordance with the provisions of the National Infrastructure Fund Act and shall serve on a fixed-term renewable contract, subject to satisfactory performance,” stated the Treasury.

The Treasury emphasised that renewal of the contract will depend on satisfactory performance throughout the term.

Shortlisted candidates will be required to present a detailed curriculum vitae with three referees, a copy of their national identification card, and valid clearance certificates from the Kenya Revenue Authority (KRA), Ethics and Anti-Corruption Commission (EACC), Directorate of Criminal Investigations (DCI), Higher Education Loans Board (HELB), and a Credit Reference Bureau.

Applications must be submitted in sealed envelopes addressed to the Secretariat at the Treasury Building on Harambee Avenue or sent via email to nifceosselection@treasury.go.ke or nifceosselection@gmail.com. The application deadline is 5pm on Friday, July 31.
